		<description>Agree. Is often a misunderstanding of what role different parties in construction have.

Building/Zoning/Fire Inspector, for any municipality, scope of work is limited. Limited to verify, as best they can visually, that the minimum code requirements are met of those codes they enforce. Their scope does not include issues of quality of construction or completeness of construction (contract) outside of the specific areas requiring inspection.

All other areas of oversight are still the responsibility of the Owner. Note the owner may hire third party agent(s) to assist with owner inspections, but even then things may be overlooked. 
(Note agent referenced should not be confused with any code requirement for special testing/inspections of soils, concrete, structure and mechanical balancing)</description>
